Learn more about the new INSS rules for workers and pensioners – CM7 Portal – Notícias de Manaus i Amazonas

Brazil – From this Monday (4th), workers, pensioners and retirees who go to the agencies of the National Institute of Social Security (INSS) will have new rules for the provision of services. The changes refer to the working hours for citizens, the type of appointment, the right to a companion, the delivery of documents and the validity of old identity cards.

The changes are contained in Ordinance 1027, published last Wednesday (29th) in The official journal of the Trade Union. The new standards formalize the regulation adopted in August 2021.

Branches must work 12 hours a day, and the working hours are from 6:30 to 10:00. However, working hours for the general public should start between 7 and 8 in the morning, working for six continuous hours a day. The afternoon will be devoted to scheduled medical appointments and other internist consultations.


The rulebook regulates identification for the entry of the outside public into the agency. The insured must present an official document with a picture. Patients and people over the age of 60 can present their ID card, which the server must accept and erase.

The new rule aims to reduce the number of attendants at gas stations. Only insured persons with hearing impairment will have the right to enter with a companion. In other situations, the presence of another person in the fenced area will be decided by the server responsible for the service.

Delivery of documents

Article 24 of the rulebook waives the need for a power of attorney for simple delivery of documents to INSS agencies. However, a power of attorney (or any legal document evidencing representation) will be required if the representative has to express an opinion on the fulfillment of any requirement.

In administrative justification procedures, when the insured presents evidence to witnesses, the agency must provide an exclusive server for the service. When marking the testimony, the employee must indicate whether the witness is testifying against an administrative or judicial decision.


The rule re-introduced pre-appointment in almost all situations, for branch services. The insured person can schedule a visit on the Meu INSS application or by calling the number 135, and receives the password upon arrival at the office on the day and at the scheduled time. More complex cases or cases that cannot be resolved remotely can be scheduled in Central 135 or, exceptionally, in branches, in the “specific service” modality.

A specific service will be authorized in the following situations:

• Impossibility of informing or completing the order through remote channels;
• When the switchboard 135 cannot meet the demand and there is a guideline for the operator to send the interested party to the agency;
• Resources that companies are looking for
• Request to contest Social Security Technical Nexus (NTEP);
• Citizens’ awareness of the need to register in the Unified Register of Social Programs of the Federal Government (CadÚnico);
• Reactivation of continuous cash payment (BPC), after updating CadÚnico;

Since the beginning of March, INSS agencies have served the public without the need for an appointment. In March 2020, the face-to-face service was suspended due to the covid-19 pandemic. At the end of 2020, INSS workplaces returned to public service, but with prior scheduling.
