The cartel apologized in Mexico
A letter attributed to a member of the Gulf Cartel was released Thursday, apologizing for the kidnapping of four Americans in northeastern Mexico (9).
A document released by police to The Associated Press shows a photo of five handcuffed men believed to be responsible for the kidnapping.
“We decided to hand over those involved and directly responsible for the facts, who at all times acted with determination and indiscipline.”the alleged member said in the letter.
