The government launches the Parliamentary Front to guarantee identity

During the Brazilian Identity, Governance and Legitimacy seminar, this Wednesday the 8th, organized by InterID, the intention to form the Parliamentary Front for guaranteeing identity was presented, whose coordination in the Chamber of Deputies will be headed by Flavia Moraes ( PDT -GO) and, in the Senate, by Eliziane Gama (PSD-MA).

At the moment, the necessary signatures are being collected for the creation of the Front, which needs 170 names of federal deputies and about 40 senators. However, according to Célio Ribeiro, president of InterID, the new front is expected to collect 250 to 300 signatures in parliament, or more.

“We will have specific legislation for identification, something much bigger than identity. Today, we take a fundamental and historic step for Brazil. And I’m sure we won’t get 250 to 300 signatures, let’s get more. Because this topic is important for every parliamentarian and we will have one of the biggest fronts in the country”, Ribeiro said in his speech during the event.

The proposal is to move forward with the National Identity Card (CIN) increasingly throughout Brazil. The goal of the federal government is that even before the deadline, November 6 of this year, all states of the federation adhere to the new identity. It is worth noting that the deadline for everyone to modernize the document is 2032.

According to Rogério Mascarenhas, Secretary of the Digital Government, nine and soon 11 countries joined the new number. The project is under the umbrella of the Civil House and has a wing in the Ministry of Management and Innovation in Public Services, but according to the secretary, the project “crosses the ministries and the federation. It has connections with the Ministry of Justice, the Federal Revenue Service and the states. It is a country project. We are bringing a digital wallet standard, bringing security because today there is a weakness in the system, with the possibility of duplication,” he explained.

It is worth remembering that CIN was introduced in February 2022 and the start of its release began in July. In the new version, it can be made of paper or polycarbonate, has a QR code and uses only the CPF number as identification. The new identity will have its digital version, through an application. To claim it, the Brazilian must apply through the Gov.br platform, but only after having issued the physical card.

Moraes, who will coordinate the Parliamentary Front in the Chamber of Deputies, explained that the idea is to make the CIN an instrument to bring excluded people into the public policy system. “We will bring people excluded due to lack of access to this document. It is important to have an identity as a document that controls, but also brings rights to people, such as access to public policy projects, education and health”, he summarized.

We will unite the federal entities and we are connecting all the bodies that will have the same information,” he explained.

Lacerda reinforced the point of safety that the new identity will provide, especially for newborns. With parents biometrically identified and linked to a CPF number, and the child as well, the country will have a more efficient system to mitigate the drop-off of newborns from maternity hospitals, for example, a problem that is still common in Brazil .

“We will have a solid parental bond structure. And we will have control, to mitigate the active CPFs that we have not deactivated. Let’s reduce fraud in social security, welfare and work. What we do know is that tens of billions of reais a year are lost because we don’t fix the system. We will connect citizens from birth to death”, summed up Lacerda.

As an example of the effectiveness of public policies, Lacerda cited people with autism spectrum disorders. With the CIN, all the documents that this person had to carry before, will be enough to get his new identity. “When you arrive at a pharmacy, just present the CIN because inside is the key for that person to access their rights,” he said.
